ive been waxing for years, my hair isnt thinner yet :( what do i do?

Ive been waxing my muff since i was 16. im about to be 20. my hair down there is still so thick. people kept saying if i kept up with it, itll get thinner, but its still thick. Ive tried laser, ive tried creams. due to my age im a bit limited since im in college and quite broke.
What should i try next? do i try epilators? im kind of scared of epilating. What about electrolysis? Please let me know. Im so tired of my hair.
