My skin gets EXTREMELY ITCHY when I shave. Any tips!?

The itchiness drives me CRAZY sometimes. I've tried different shave creams and razors, lotions, exfoliators, etc. It seems to not prevent the itch. My chest, belly area, inner thighs, and bottom glutes are the areas where the itchiness is the worst. Why does this happen? And what can I do to prevent this?
