How do I get my hair light enough?

I am trying to get my hair to be pastel colors.

I bleached twice with powder and 40vol developer. Going from brown/black hair to like yellowish. After I bleached twice, I toned and it was a lot less orange so I went ahead and added color.

The pink turned out great!! The pastel purple and blue... turned out gray. :(

Any advice on how to lighten my hair to get pastel blue and purple to show?

Idk if I should bleached with powder and 40vol developer again or what I should do? And mind you, the hair is already colored- I just want it brighter.

Should I just go for darker hair dye or just bleach it again??
