Getting a Turbo 200 replaced under warranty as a consumer? (Alternatively- Did I actually check my cap correctly?)

I just bought my first house & the A/C capacitor is dead, doesn't hold a charge whatsoever. Lights dim whenever A/C kicks on, which is what made me check it out.

It's a Turbo 200, which comes with a 5 year warranty & it was installed last year, according to the date written on it. However, the company that installed it went out of business & the manufacturer & my local distributor both tell me they won't sell or replace caps for consumers, only licensed contractors.

Every company around here wants to visit in person, which comes with a fee more expensive than just buying a new cap outright. Before buying it myself (or finding a way to get it replaced), I thought I'd ask here to make sure it's actually dead.

I took it out, unhooked everything, & checked to see if I got any voltage between each of the terminals & common one at a time. There was no charge on any of them. However, once I plugged them back in & turned everything on, I got 240V, so I know it's not an issue of the cap not receiving power.

Here's a short 20 second video on Imgur showing how everything was hooked up when I took the panel off. There's a chance it was just hooked up incorrectly. I know enough about working with high voltage to manage dealing with it safely, but not enough about A/C capacitor hookup on a fancier one like this to say whether it's correct or not.
