Bag over the compressor?

Hey r/HVAC. I was replacing a capacitor on a unit today and looked in to see a bag around the compressor. Sorry I got no photos, but it was a black bag and looked to be made for the compressor. It's a first seeing one... Is it good to have? Does it cancel noise. In this Florida heat does it hurt the compressor. Unit has been going strong 10 years so I was wondering it's purpose.
