Just bled out maybe 2/3 or more of a radiator, and added water into the loop - how do I tell when I've added enough water or if there are other problems

Background: Living in rented housing whilst i'm at uni and my current place seemed to have a lot of issues up with the boiler (type irrelevant) well most of the issues seem to have been fixed but when the plumber came he had his own tools whatever to tell him different things about the boiler in doing so he has missed that the temperature/pressure gauge does not work.

The issue: like the title said i just bled about 2/3 of the radiator in air (and filled the circuit with an approximate amount of water given i can't measure using the pressure gauge) from that radiator but i am unsure if the valve on the radiator is sealing shut properly.

my question: if i fill the heating circuit with enough water to completely fill the circuit (no air) would a valve being open allow air in when the system goes cold? Also how do i tell if the valve is dud, there seems to not be any water coming out of the valve when the circuit is hot, but there always seemed to be air going into the radiator after it cooled - before i topped it up with water.
