What if Dementors and Azkaban exist to curtain ghost stuff

So the dementor situation is obviously real bad and if this is theory I have is true the medicine is worse than the disease. But what if dementors exist as a solution to ghosts haunting their murderers and also prisoners haunting the prison. Their just soul vaccumes who maybe originally weren't evil but kept eating angry souls and became spectres of torment.
