HP 45L: Quite loud even when on desktop with minimal programs open

I replaced my original 45L with another after it was power cycling randomly without my input. My new one is now loud even when idling. I've changed the fan controls in Omen Gaming Hub to be quiet, so it's not the fans. It sorta just sounds like the buzzing and whirring of a hard drive trying to read. Any help would be appreciated.
