One year rule?

Long story short, I put in my two weeks last December due to scheduling conflict and them not wanting to work with me. Now that the conflict is not a factor I've applied to 2 different stores (not my old store), done the digital interview, but was never chosen.

I've stated that I was a former partner for nearly 2 years and I was in good standing with the company and management

My girlfriend says there is a rule that says you must wait a year to reapply, but I was never told that nor do I see anything in the handbook. Any ideas?
