5000 IU and mixing/dose questions

I just received HCG from an Indian pharmacy. 5000 IU is what it is labeled as. If I want to inject to the 15 tick mark for 150 dose, and the bottle is not big enough to accept 5 ml of bacteriostatic water, can I mix 2.5 ml and then I would have to fill the syringe to the 7.5 tick mark? Is that correct? I have found four different peptide calendars and none of them can give me the calculation based off 5,000 IU. Thanks for your help.
