Being that soluble fiber turns into a type of gel in the gut, is it best taken in the morning before any meals?

I'm trying to add more fiber to diet. I listened to a podcast where a doctor explained that soluble fiber lines your gut with a slippery or gel like substance that allows digested good to pass through your tract faster..
If that's the case, would soluble (such as psyllium) be best taken first thing in the morning to help give your tract that gel-like lining? (if I am even understanding correctly how soluble fiber works in the gut!)
