"Arenanet doesnt understand its combat system" what does this mean?

I mean, I know what all thise words mean, but I often see it levied against ANet wrt to Strikes and Raids that people will claim ANet doesn't understand how combat works? I guess I would be skeptical because a) they made the game and b) its usually in regards to mechanics that dont work with meta archetypes (Qadim having to split into 3 groups, for instance, is one place I have heard it, KC too). What are people trying to say when they say that?

Edit: to be clear I have not been happy with several of the updates, but I'm just trying to understand what people mean by this.
