How does "% of <stat> based on <other stat>" get calculated?

If you have traits, runes and utilities/food that give this type of bonus, in what order is it calculated?

Edit, a specific example:

If I have a Harbinger, with Superior Runes of Exuberance (boosts vitality by 3, 5 and 7 % of Healing, Precision and Power, respectively), and the middle traits (Implacable Foe, Twisted Medicine, and Dark Gunslinger) boost Ferocity, Concentration or Expertise, respectively, based off Vitality, how is that calculated?

Does the trait scale off the Rune-boosted vitality or does the trait scale off the vitality before the rune takes effect?

Edit 2 (altho i am still curious how it would stack) it appears ive misread the rune. So nvm.
