PVP Bug

So lately I've been getting this absolutely annoying bug in PVP. Occasionally when I down an opponent there character just keeps running across my screen and it doesn't give me the option to stomp. The enemy team is then able to res the player I just downed. Has anyone else experience this? This has been game changing for me in some cases turning a 1v2 into a 1v3 because i cant stomp. I should add that I don't have any latency issues so I'm not sure what could be causing this.
