The chat system in GW2 seems to be broken

This morning, when attempting to fight Jourmag, I kept sending announcement on the map... a total of 5 over 45 minutes. About 20 minutes after we started we started receiving this message. "Your message was suppressed due to excessive messaging"
My team mates could not send messages either even though none of them had sent any messages. It's like toward the end of Jourmag, all chat was turned off.
Of course, we never mustered enough people and we failed.
