Can I transfer from EU servers to US for free if I delete all my current characters?

As the title says, I'm currently living in the US and probably will be for 2-3 years, is it possible to delete all my characters at GW2 EU servers and free transfer to US servers? When I try to do so with my existing main it asks me to buy 1000 diamond.
