I read through all the read me files and downloaded everything

I put everything in the right places including the gameconfig.xml file and I'm still getting the same error message.

at this point I am now just really confused as to what I'm doing wrong (yes I have both Coastal callout files as instructed in the readme AND all the heap and package boosting things as well)
