A curious case of energy regeneration math - can anyone help explain this? (see images within)

Hiya - to get to the point quickly: My lowbie toon is sitting at 414 spirit with an energy regeneration of 24.14 - see image here. The current chest armor has a bonus of 3.5 energy per second.

When I put on another chest armor instead (shown unequipped above), spirit changes to 418, but the energy regeneration drops way down to 13.65, which is obviously way more of a difference than the lost 3.5 bonus can account for - see image here.

So, can anyone help explain this? I lose a 3.5 bonus - spirit goes up by 4 - and overall regeneration drops by much more than the lost bonus.

What's going on? :)
