Any tips for First Hit?

I've run this about 50 times now and every time the market is either a total ghost town full of dead NPCs, or a complete fuckshow with like 20 NPCs stacked on top of each other inside. I'm starting to get sick of the nothing/instadeath lottery. Is there a better way to approach this one?
