Not in the anime. I rewatched the fight after this comment and every hit was either a punch or kick. Katsumi never learned the whip strike slap as far as I know of and the comic panel dosent show the shape of his hand on contact but I doubt he used a slap when he spent so much time perfecting the Mach PUNCH

Nah bc his last strikes were after his hands and knuckles were all shattered from the first two hits. I wouldn’t call it a proper slap personally. In the Baki/Kangen Ashura crossover, Baki uses the Mach punch in his fight and we know he can use the whip strike so I’d love to see Baki combine both.
