Do I need to purchase an unlocked Pixel from the Google Store, or are others distributers bootloader unlocked?

I recall that you MUST get one from Google directy for the unlocked bootloader, but I can't find any information to supplement this; I also can get a streep discount on the phone though my social circles, so I'd like to make sure before accepting discounts on q device that might not have it's bootloader unlocked.
