Gta5 wont launch just runs as background process

I’ve tried reinstalling gta and the rockstar launcher and it still does the same thing. I press play and it says exit game like it’s running but nothing comes up. Even after pressing exit game it’s still running in my background process’s and I can’t end the process, I just get access denied. The only way I can end it is restarting my pc and it does it every single time.
