What's the chance of seeing improved Euphoria Reactions with the current gen and PC copies?

I'm not sure if this is true, but I remember hearing that someone said the euphoria was lackluster this time around because it took up a good amount of resources due to last gen.

resulting in NPCs hardly reacting, and immediately dying when shot in the leg with a pistol.

now with PC and Current gen consoles, could we see it improved similarly to Max Payne's detail? where they ACTUALLY dynamically react to being shot? in the leg for example?
