Is it worth accepting a PhD offer with $17k TA stipend + upto $23k tuition scholarship?

Hey guys, I am an international student who recently got offered admission to an English PhD program in the US. They offered me a TAship for the first year with a stipend of $17,000, also mentioning that upto $23,000 of out-of-state tuition fees would be covered for eligible courses. The form didn't mention anything about accommodation or whether I qualify as a "fully funded" candidate. This is an Upstate NY school btw, if that matters in terms of living costs.

Is this offer worth considering? Why/why not? Also, if you think I should reach out to the coordinator with specific questions, please let me know.
