Is it tough to find housing as an international applicant?

I'm starting my PhD this Fall. It seems like finding housing as an international graduate student is an enormous challenge. A student-housing portal I've been interested in asks for twice the deposit (i.e., two months' rent) in lieu of a co-signer for the lease. I don't have a co-signer since a co-signer is required to be a US citizen or permanent resident (I don't know anyone.) Since I'm funded by my graduate teaching-assistantship (of course, which starts only in the Fall), the deposit amount seems to be a bit too much. From what I can tell, most or all lease options might have similar requirements, which makes things harder than they should be. Is it the same way for everyone else?
