The Amalean Republic

Loosely based on the Dutch Republic (the Dutch government from 1581 to 1795), the Amalean Republic is a federal organization of three provinces and four duchies bound by a common national identity and forged in the midst of war. It is the most important northern power, and arguably the most politically influential and powerful state on Mala (the world).

The Regions of the Republic

The provinces of the Republic are Ar Nor, Zamenar, and Olatatu. These regions are organized politically in the revolutionary republican style like the republics of Eland and Hilof to the south. They each have a regional parliament that represents the people in each parish whom is elected by those people. The province also elects a number of representatives relative to their population to the National Parliament.

  • Ar Nor is the most populous of all the regions of the Republic, with its capital also being the capital of the nation--Eleyor. Eleyor houses both its regional parliament and the national parliament of Amalea, as well as the Grand Jury of the Republic (the highest judicial authority). Ar Nor is the industrial powerhouse of the nation, exporting high-quality manufactured goods and services across the world. The former nobility of Ar Nor were all exiled during the civil war--most fled to Lus Mine to be later killed during the intense fighting.

  • Zamenar is the traditional home of the revolutionary movement in the nation. Its deadly terrain leads to its smaller population to be heavily concentrated in its population centers. The Republican Army and Air Force are both based out of Zamenar's capital, Moseyea, as a continuation of the revolutionary guard. The former nobility of Zamenar, being centralized in the capital, were all tried and systematically imprisoned or killed for crimes against the people during the civil war. Many are still serving sentences in the prisons of the republican government, though a few have been released.

  • Olatatu is the most recent addition to the nation, joining the Amalean Kingdom (the Amalean Republic's predecessor) some two hundred years ago, a long while after its initial formation. The Amalean Navy is based out of Olatatu's capital city, Yuna. The former nobility of Olatatu willingly stepped down and were stripped of land and title. The old ducal family Yalua still holds sway in the region as a private organization which controls a significant portion of the agricultural industry on the islands.

The Duchies of the Republic are Omune, Akana, Ularese, and Lus Mine. These regions are governed in a modified form of the traditional feudal fashion, introducing varying degrees of republican reforms as they see fit. Each duchy is ruled (or in the case of Akana, Co-Ruled) by a Great Noble House, though the degree of their authority varies wildly.

  • Omune is the second most populous region of the nation. It is ruled by the Great House of Tekena which directly owns 43% of the duchy, though much of that land is useless for development (being swampland, dense jungle, or too mountainous). Omune was the region worst affected by The Great War and required a massive national effort to reconstruct, during which much of its territory was sold off to industrialists from the eastern regions (primarily Ar Nor). It is the most reformed of the duchies, with numerous privileges including the right to vote for representation in both the national assembly and the Noble Council, though candidates must have a noble title. Local representation however often does not have that restriction, most notably the new mayorship position in the capital, Tekenasar, is open to all citizens.

  • Akana is the old royal heartland, and its capital Kaledona was the capital of the Amalean Kingdom for nearly its entire existence (several centuries). Though it cannot compete with Ar Nor and Omune in population, it is the breadbasket of the nation and produces the majority of its food exports. The Great Houses of Kale and Dona control between them 92% of the land area, with only the old city being majority controlled by private organizations (though significant portion of that is controlled by the Ancestor Cults). Most of the regions are controlled by a hierarchy of counts and lords who swear fealty to one of the two Great Houses.

  • Ularese is the least populous of all the regions. It is controlled by the Great House of Mur which controls roughly 70% of the territory, and like Akana is split with a hierarchy of counts and lords. Republican reforms allow for the election of representatives to the National Assembly, though suffrage is only given to those whom own property in the region, and candidates are similarly limited. Ularese, being an incredibly poor region, is exempted from most federal taxes.

  • Lus Mine broke away from Ar Nor during the civil war. It is controlled by the great house Nu which is a western branch of the Lussa royal family (a great desert country to the east of Amalea). The region is as highly industrialized as Ar Nor itself, though it has a far smaller population. Nu nobles control merely 25% of the region, though many other nobles and counts also control territory--they pledge allegiance to Lus Mine, but not to the Nu house. The broken territories implement reforms as they please, with some having utterly centralized their authority while others (most notably the Nu House itself) introduced reforms on the local level.

The National Government

The government is split into five branches: the National Assembly, Noble Council, Republican Army, Grand Jury of the Republic, and Sceptarchy.

  • The National Assembly is the larger of the two legislative bodies and is responsible for most federal policy. Its members are elected, proportionate to the population of each region, in a manner dictated by the regional governments. There are three major political parties in the assembly, the noble, republican, and industrialist factions. All members of the noble faction come from noble regions, and a significant number of them are effectively appointed by the great houses. The few representatives from Ularese are not allowed to vote in exchange for the region's exemption from most taxes. The largest faction, the republicans, have held a majority since republican reforms were introduced in Omune, though it is tight as more districts flip to the industrialists. In the first few assemblies before those reforms no party held a majority and coalition governments were required.

  • The Noble Council is the federal legislative authority for the duchies of the nation, but it holds little sway with most policy decided at the local level. Some of the councilmen are elected, but all hold titles of nobility. This body has no political factions as it is, in effect, dominated by the nobility.

  • The Republican Army, controlled by the Military Council, is responsible for national defense. It is not entirely a military organization, however, and employs a significant portion of the population for public works projects (most notably the national railway network, the most expansive of its kind in the world) in the Public Works Administration, National Engineering Corps, and Public Research and Education Department. It also employs a significant number of researchers and regularly hires private contractors to develop defense-related technologies. The most famous of its initiatives, internationally, is the Amalean Space Program, which has successfully sent a multitude of satellites into orbit above Mala. It also houses the Military Intelligence Bureau, as well as the Republican Bureau of Investigation (federal police). The military council is made up of generals and public officials from each branch of the army, led by the executor of the Grand Jury of the Republic (who has final say on all actions).

  • The Grand Jury of the Republic is the judicial body of the national government, though it also shares some executive power with the Republican Army. It is made up of 17 members, two from each of the regions, another two representatives of the largest parties in the National Assembly, and an executor chosen by popular vote across the whole nation who is commonly considered to be the head of state. Half of the regional members are chosen by random lot overseen by the sceptarchy, and the other half are elected or appointed by each region. The Jury has the power to investigate the other branches for corruption, veto legislation by majority vote, and judge the legality of regional law, nullifying it if found to be illegal.

  • The Sceptarchy is a council of the leaders of the largest seven ancestor cults in Amalea. These religious leaders are responsible for the moral direction of the nation and collectively hold veto power over all legislation if they are unanimous in their decision (this has occurred only once since the foundation of the republic 20 years ago). The Sceptarchy is responsible for the Grand Jury's lottery (this process is seen as the choice of the ancestors and thus in the realm of religion). The sceptarchy will change from time to time as different cults qualify for membership and others drop below the threshold (determined by the decennial census), though the absolutely most popular cults stay in power. The sceptarchy has the power to veto the appointment of the executor chosen by the national assembly, in which case the executor is chosen by random lot across the whole nation (this has never happened, despite yearly appointments).
