Why isn't Gotham the TV series on HBO Max???

So I check on HBO Max to see if Gotham is on their app/platform and it is not. Now, I not sure if HBO Max is an exclusive partner for any DC related content and media, but I figured if that the case that Gotham would be there. Now I know Gotham was produced by Fox but I know that DC must get some kickback fees for using the license of DC characters as I see their logo on DVD products ,and other things etc. Can some please tell me what up with that?
