How do I find out what GV account my cell phone is linked to?

A few weeks ago I tried to claim a google voice phone number. When signing up, I had to enter my cell phone number to link the account. Something happened and I didn't complete it. Now I'm trying again to claim a number and I get the following message "This phone number can't be used to sign up for a Google Voice number. Try verifying with another number." But in my account, it says I do not have a google voice phone number. Not sure how to fix this.
