Smart Storage toggle inaccessible

So I'm trying to turn off Smart Storage, but the toggle in the Files Settings menu is just straight up missing. I'm unable to find any other instances of this problem anywhere, has anyone seen this before? Here's a screenshot of my menu with the toggle missing.
Unlocked Pixel 6 Pro with an AT&T SIM.
