Having an issue with my Pixel 2 not allowing media transfer with my PC.

My Pixel 2 has had a recurring issue where when I connect it with my PC the only option it ever selects is 'become a power source'. As great as that is, I'd really prefer it if I could use it move media between the two. Everytime I've tapped the option for media under the USB menu, the charging icon appears in the top right for a few seconds, then goes away, then it defaults back to a power source and USB menu reappears.

I've tried to go into the developer settings to force it to be a media connection, but while the dev settings say that it is, once again the USB menu says power source.

I don't see the pixel show up on my computer or anything so this isn't just a UI issue. Any help would be wonderful, thank you guys.
