Google Play Services Will Not Update

I just got my pixel and while the transfer of my data was mostly painless, apps are downloading and updating/installing at a horribly slow pace - since yesterday, only 60% of my apps have installed/updated. Every once in a while I would get an error (495) to update Google Play Services, but it would never update.
For reference I have
- Cleared all Google Play Services Data & Cache
- Removed Google Account and logged back in.
- Restarted the phone multiple times.
Any ideas?
