What does it mean if the little blue RCS chat bubble logo disappears over a contact that previously had it?

So, I'm talking about a convo between two android users that generally has been on RCS. There is a little icon that hovers over the contact's picture normally, but it has now disappeared.... I sent them a text yesterday but it said RCS went away and it sent as a plain SMS, but then underneath that one text, it said "RCS Chat with _____" I checked my settings and RCS is still enabled for me.

I do know that my phone sometimes acts weird and the person I'm talking about has an older android phone that sometimes doesn't work right. Could it be just that their phone is having issues and RCS isn't working for them right now?
