I switched to Fi from T-Mobile recently in hopes of getting better speeds than T-Mobile's international 2G. I had heard from some local friends that their Fi plans were better than 2G but still throttled vs. local SIMs, and this has proven to be true. I have dual SIM on my Pixel 3a and a local card from Vini gets me pretty good 4G, but I'm stuck at 3G or worse with Fi.
I have read similar reports here and there but no definitive explanation as to what might be afoot. Is Vini/Vodafone/whomever they're using locally throttling in hopes of driving business to local SIMs, or is this a Fi deal?
