How do we ban a hacker?

Was beating this guy after he was spamming emotes the entire game. Then at the last second of the match, right when his health bar is at the end. It cuts to a lost for me?ðŸ˜
This is the first time I’ve actually ran into a hacker and have no idea how people like this actually play the game. Has anyone else run into this issue?
P.S My health bar was over 3/4
