Stutters at Lake of Nine and when using the boats

I have a RTX 3070 and just bought a i7 13700k with an MSI 790 board, 750 PSU etc and only run the game at 1080p so I'm just wondering, are people struggling with frames here? Seems like any time I get in the boat it seems really laggy as well. I'm not sure if this is my setup but on top of that, I notice a decent amount of texture pop-in, is there a way to remedy that?
