JOTL Hatchet's "The Favorite" + GH Item 33

I have my Favorite Token and I opt to use Gloomhaven's Item 33 while making a ranged attack. I want to use the Favorite. Does it apply the 3 Attack to (spoiler: Item 33 effect)all targets in the AoE? And if so, which target gets the token? If not, do I choose who gets hit by the Favorite?
