Greetings to our neighbors to the North. For many years now, relations between the DPRK and the Russian Federation have soured as we pursued our nuclear program, which is why we have asked for this conference to take place. The leaders of our two nations have not met since 2019, and throughout the 2020s, talks between our governments have been few and unproductive, both issues we hope we can fix during this meeting. The topics we wish to discuss are listed as follows:

  1. The future of the DPRK Nuclear Program
  2. Restarting military cooperation between our forces and the continued modernization of the DPRK military
  3. Economic self-sufficiency & growth with Russian support
  4. The ongoing tension across the world

Below are the DPRK's positions on these topics in regards to the Russian Federation:

  1. The DPRK will continue to maintain the status quo of our nuclear program, not expanding it any further or conducting any tests. We have followed this policy since 2020, not performing any tests or expanding our atomic stockpile. Moreover, while we are open to negotiating for total denuclearization, we would not pursue it unless the offer would place the DPRK in a position where its security and safety were not threatened without them. Although with recent talks between the DPRK and the USA, there may soon be a deal that would allow us to keep our nuclear program while also having sanctions lifted. We do realize that this has been the primary point of contention between the DPRK and the Russian Federation in the past and therefore we are willing to negotiate ways to ensure that the Russian people feel safe with a nuclear nation to the far east.
  2. While our two nations worked closely together on military affairs in the past, this relationship had primarily become non-existence in 2001. We want to begin rebuilding our once strong relationship through programs that would not violate current UN sanctions. This could be the beginning of importing essential parts for our aging air fleet, which is chronically short of maintenance parts due to a lack of funds and general disregard. We understand the Russian government will hesitate to work together in this regard. We hold no ill judgment if they refuse to cooperate in any military regard with the DPRK.
  3. In recent years, the DPRK has been experiencing rapid growth due to significant Chinese investment in the nation and our 10 Year Plan, which hopes to increase the DPRK's self-sufficiency drastically. We would definitely like this trend to continue in the future and see no reason why both the DPRK and Russia cannot profit from this. For this reason, the DPRK would be willing to set up a special economic zone for Russian corporations in the Northern part of our nation near the border. Russian companies would construct factories at their own expense and pay the DPRK government a 5% tax rate. Labor would be provided free of charge, for a total of up to 100,000 workers, and the operating costs would be split 75%/25% between the corporations and the DPRK (in that order.) This would create a highly profitable manufacturing center for Russian corporations and significantly expand the DPRK's manufacturing base in return. The specifics can be negotiated further if the Russian government is interested in pursuing this. Furthermore, we hope that the Russian government will see the DPRK as a future and stable ground for investments in both mining, manufacturing and as a cheap source of foreign labor. Moreover, while the Russian government has primarily forgiven the DPRK of its $11 billion debt, the DPRK is committed to paying back what is left and then some. Thus, the DPRK will not only continue to pay off the debt it currently has, around $300,000,000 left, but an additional one billion USD as both interests on the debt and as a goodwill gift as Russia has done much humanitarian work for the DPRK.
  4. With the ongoing tensions across the world and war nearly beginning several times, the DPRK wishes to confirm its support for the Russian government in any conflicts. While our nations have drifted apart in recent years, we were once staunch allies fighting in many disputes. We realize that we can do little to support Russia in a conflict without directly joining, something we would not be opposed to doing depending on circumstances. We will do everything in our power to help Russia in the event of a conflict.

We hope that these talks find you well and that they can be the first step into rekindling the strong friendship our nation's once had. We are also willing to discuss any further points which the Russian Federation would like to go over with the DPRK during these talks too.
