Ever since the nation's founding, the DPRK has heavily cracked down on religion within the country outside of a select few groups. However, in a turn of character, the DPRK announced that it would begin allowing greater religious freedom within the nation. The program is set to allow more religious freedoms and ensure that religious citizens of the DPRK are no longer persecuted for their beliefs. The program is listed as follows:
Christianity:
Within the DPRK, there is a rumored Christian population of around 15,000 individuals. However, several international groups claim this number could be drastically higher. For this reason, the DPRK will expand the Korean Christian Federation and open 30 churches across the nation. To worship in these new areas, citizens only need to sign up to a government registry for logistical reasons in numbers of priests, churches, and bibles.
Priests will be trained by the state and perform sermons with limited state intervention outside of ensuring that sermons do not threaten the state's beliefs. The DPRK will also begin a bible printing campaign, which will use the text produced in the 1980s. While foreign bibles will remain contraband, the DPRK will significantly reduce punishments for their possession to a fine and only short imprisonment for those selling them. Moreover, the DPRK will pay individuals small amounts for each foreign bible they turn in by citizens, enough to pay for a new state-printed bible if they so wish. State-trained priests will also be able to communicate with the outside Christian world through state-approved bodies, which will curate messages directly to the outside world on behalf of the DPRK churches.
To show that the state is backing this program, the Supreme leader, his family, and other high-ranking DPRK officials will attend several highly publicized sermons. This attendance is to give confidence to the underground Christian community that they will no longer be persecuted.
The estimated 50,000-70,000 Christians currently in DPRK prison camps will also begin to be released over the next five years, given housing near newly built churches, and paid a small wage for their time in labor camps. While the government will monitor these individuals, they will not face further persecution unless new crimes against the state are committed.
We feel that this program will drastically increase the religious freedom of Christians within our nation and will bring far greater religious freedom to those in the DPRK.
Buddhism:
The DPRK will continue its freedom towards Buddhism by expanding the Korean Buddhist Federation. They will be instructed to build 20 new temples across the nation and will receive far less state supervision.
Cheondoism:
With Cheondoism being the preferred religion within the DPRK, the state will actively promote the religion by opening new temples across the nation. The Kim family will begin attending weekly services held at temples across the country, highly publicized. Already some 13% of our population follows the religion, and we hope that this move will encourage more followers of the faith.
The government of the DPRK feels that this increase in freedom of religion will help bring the nation further together as citizens no longer need to fear persecution for their beliefs.
Secret (Only for internal agencies):
The RGB has been instructed to increase surveillance on individuals who sign up to attend these new churches. While no prosecution will come to them, further surveillance will be given to ensure their continued loyalty to the state.
