Up until now, the movement of citizens within the DPRK has been highly restricted, with individuals required to fill out lengthy forms to submit an application to be allowed to visit nearby towns. This policy has led to each village being essentially isolated, with few outsiders ever visiting. However, the Supreme Leader has decided to change this, as now citizens of the DPRK will have greater freedom of movement.
The government will allow citizens whose trips are shorter than 96 hours to fill out a form before getting on trains simply. Citizens who wish to travel by road may fill out a form at any government office, which can be used as a pass at checkpoints. Once citizens have passed their 96-hour limit, we will send police out to find the individual and question them. If the answers are found to be to the parties' standards, then a further 96-hour limit can be given.
The government of the DPRK feels that this will significantly increase the freedoms of our citizens and lead to better integration of our economy.

As this will ultimately lead to more frequent escape attempts, further measures will ensure that no additional citizens escape the nation. More troops will be placed near the borders, and using the extra power we have due to the ongoing 10-year plan, more searchlights and infrared technology will be placed near frequent escape points. Additionally, more electric fences will be installed and will be powered 24/7.
