Mouse Movement is too smooth

The title might not make any sense but whenever i try to do a 180 my screen doesn't move straight away with my mouse, there's a delay between when i stop my hand and when the screen stops moving, it's like the screen is capped to move at a certain speed. This isn't a mouse acceleration problem and i have this in tf2 as well. If anyone has played terraria it reminds me of the setting that slows the game down to prevent noticeable fps problems
