is it hard to setup offline servers for csgo legacy browser? (mainly surf/bhop)

Wanted to try doing some bhopping offline, I have momentum mod but it just doesn't feel the same as CSGO, and its just not as fun playing with the models. Momentum mod was suppose to add mod support where it would be easier to put in csgo weapons in game, but its still a ton of work to get them working in game.

Wanted to mainly know if its possible if

1) is it possible to do offline servers for bhopping/surfing

2) is it possible to add plugins like the old !ws plugin where you could use custom weapons like DLORE or any weapon/skin when bhopping/surfing?
