EOA Dublin question

Post Body
Hi Everyone,
I recently applied to Global Entry and I got conditionally approved. I heard of EOA (Enrollment on Arrival) where you do your interview when you get back from a foreign country. Iโm traveling to Dublin and I know that before you go home from Dublin, you can do a USA pre-clearance so when you get back to USA you donโt have to go through customs. My question is, do I do my EOA when I do the USA pre-clearance at the Dublin airport or do I do it at the PHL airport when I get back?
