Simulation Theory - Poor Rendering???

Unsure how to address this or what to call it, but, I was coming home from vacation last week. From cancun Mexico to Chicago where I'd ultimately connect to go home. We were still fairly high in the air, starting our descent and I was looking out the window.

I love seeing the wing throughout the descent, the flaps and the movement, just kind of cool to me. Anyways, while looking out the window I realized there was a fairly large windmill farm below and could see a very obvious rotation in the mills. Probably 20 or more of them all spinning normally... but one that wasn't.

Now, I don't mean it was still. It was spinning but not going the full rotation, then suddenly stopping and starting the rotation again. I am struggling to put it into words. Because it was rapid. The blades were moving the same speed as its windmill counterparts but rather than it completing a full circle and just continuing like a wheel should it would lag and go back to a different position where it would ultimately spin again until lagging once more...

None of the other windmills did this or appeared to be acting this way. I understand my eyes couldve been playing tricks on me but every other mill was fine and looked to be spinning as intended. Expect this one that was... bugged?

I guess I just wanted to share my experience and see what others may think
