Been in a car crash where the PD didn't issue a ticket?

Have you been in an auto accident and had a report on the incident taken by an East Valley, PD or other PD officer? Was that report accurate or useful? I was in a wreck two years ago. The other party ran a red light and hit me. But no ticket was issued. The report was so poorly written that lawyers could make nothing of it. This happened again when my youngest was riding in a car involved in a wreck. There was no ticket issued to either driver. I've heard this similar experience from a few people. Has this happened to you, where you were involved in an car accident and no ticket was issued?
