Why do I want it?

I have played through borderlands 1 and loved it. The great selection of weapons and shields, and how each classes essentially changes how the game will be played, are just perfect in an fps game. I really would love to play this game (more so that it is currently on sale in steam) for the same reason I played borderlands multiple times.

Having this in my library is something that will make me very happy. The idea that I can go and play a sequel of one of the best games I ever played is nothing short of ecstatic.

Why can't I afford it?

Last Monday, I considered adding a fund on my steam wallet through my card. I always deposit the exact amount to my card that I will be using to buy online. So, I deposited the 400PHP (this is the currency in Philippines) and processed buying the same amount of steam wallet fund. Unfortunately, I purchased the 2000PHP steam wallet, which is my maintaining balance for my card. I immediately processed the refund and I am still waiting for my money be refunded to my account. Now, I am scared that my card will be charged for being under my maintaining balance (my card literally has 400PHP right now) or worse, be revoked.

I meant to buy Hotline Miami 1 and 2 last monday, and some other games, cards and dota 2 skins, but this happened and delayed my plans. So, the current sale is something I really want (don't starve, civ 5, borderlands) and it is very frustrating that I can't do anything.

So, yeah, I am wishing to have borderlands 2 goty. I'll even take it as a debt that I will pay back once my money has been refunded.
