I love the Disruptor. Hes not my go to character, but he can be an asset on a competent team and a game changer. I havent experience the latest patch yet due to family and work, but cant wait to get on. From what I have read from u/Rainbow-Grimm post, disruptor has no effect on his electronic device/goggles. I also have read in another thread some comments about how he should have an effect. I totally agree with this. Another thing I would also see if editting the disruptor, is being able to toggle on and off his disruption field. This has been said sense the release of disruptor, but it's something that would be highly appreciated.
