Staffing Agency Recruiter Ghosting

Last year I worked with a staffing agency; they placed me with a temp job at an IT company. I completed that job, which seemed to go really well. I did not immediately turn to them for employment after the contract ended.

Fast forward to the recent past to present: I reached out to the recruiter several times about specific jobs that the agency was recruiting for. Each time she was very responsive and communicative. Most recently though, she contacted me about a position; I expressed interest, and provided all the information that was requested. Once I did that, the recruiter went dark. I have followed up twice since (in two week intervals). Is it safe to say that I have been ghosted?

Additionally, there is a position on the agency website that I would be a great fit for: if I want to apply for this job, would I be better off just applying via the (agency) website, and not notifying the recruiter that I have done so? Or is there a good reason for emailing the recruiter to inform that I have applied for the position?
