Word has reached the Second General Bureau that Vũ Ngọc Đại has gotten entangled with multinational, ethnically Chinese organized crime. While normally this would not attract attention, the Chinese origin of the gangsters he's working with has attracted attention--their rackets should be run by true Viet, not Chinese scum. In addition, Vietnamese internet conspiracists seem to have constructed some sort of "Chinese coup" plot involving Vũ Ngọc Đại, and we can't have that going on--but punishing ultranationalism isn't really something the Second Bureau is interested in.

As a result, the Second General Bureau has hired a crack team of teenage gangbangers in Ho Chi Minh City--the kind that engage in motorcycle jousting fights with their enemies--to launch a drive-by massacre of Vũ Ngọc Đại and his ethnically Chinese compatriots. Riding on newly purchased high-performance Japanese motorbikes [the most convenient form of bribery, since it allows the case officer to embezzle a little off the top], and armed with RPG-7s with thermobaric rounds, pineapple grenades, AKMs and Uzis, they will scoot by where Vũ Ngọc Đại and friends are meeting and kill all of them in dramatic fashion.

Following this, the Second General Bureau will ensure that the police do not launch any investigation into the events, and all coverage of it will be censored in the media. It is hoped that to all external observers, this will appear to be a simple gangland shooting. Which, well, it kind of is, but it's motivated by more racism, totally unlike other gangland shootings. And politics, unlike any other gangland shooting.
