Kinshasa, April 19th of 2027.
The government of the DRC has announced a new public housing program for the impoverished population of the Congo; hearing the opposition, the government is pivoting towards new projects that will improve the lives of countless Congolese.
President Katumbi has done a public speech about the situation of housing in the Congo, and has met with journalists, specialists and members of the opposition.
“Today, our government will be launching a new initiative to reduce this endemic poverty that plagues our nation. The DRC has been suffering from poverty ever since it was created – colonized – for centuries. It is our duty, our imperative duty, to build a fair Congolese society for all. It is for that reason that I am going to be collaborating with the Ministry of State & Ministry of Urbanism & Habitat, to develop new public housing projects all over the DRC, providing affordable housing for Congolese all over.”
The Public Housing Project
Being composed of US$542 mn, this project will be executed all over the DRC and will create subsidized government housing; the purpose of this project is to reduce the homelessness all over the Congo and aid the impoverished population by easing their pains. These apartment buildings will be 2 bedrooms/unit and will be, essentially, cheap buildings with simplistic, brutalist architecture for cost-efficiency; their architecture will be developed as to ensure that these are also as space-efficient as possible.
The Ministry of Urbanism and Habitat has developed a table for allocating percentages of funding within the Congolese states and, consequently, the number of apartments in each province as to reduce homelessness.

The Ministry of Urbanism and Habitat has launched statements about the public housing program and has launched new propaganda campaigns to build up awareness in the population so that they can apply for these programs. Priority will be given to the most impoverished of the population, and the bureaucracy will be bolstered in order to avoid both fraud and bribery of government officials, with the OPCCR having a very important role in avoiding fraud from occurring.
Furthermore, to conclude, the government of the DRC will be informing the presses that the goal of this housing project will be to ultimately house 4 million Congolese throughout a period of 15 years; furthermore, whilst this year’s budget of the housing project will be US$542 mn, 10% of the future Welfare spending will be utilized until our government has created a total of 1 million apartment units. Katumbi and his staff hopes that this alleviates the problems of homelessness in the DRC and provides a safety net for the impoverished, granting the population a better quality of life.
