There, on the television, a local news reporter from Kivu talked with a wide smile on his face; the news, which was refreshing and surprising for once, talked about a seized supply truck on the DRC-Rwanda border. In it, the haphazardly recorded moments of the action had shown three uniformed men from the Congolese army talking to each other, their service weapons ready for action at any moment.
It was a few seconds later that it showed a few men of the Rwandan military handcuffing two suspects of illegally distributing supplies to one of the insurgent groups in the DRC, the FDLR. The seizure, which was dubbed by the small news agency as a “historic moment” in the Kivu conflict, was later reported by a NCO of small stature, and small rank, for the local news.
Kabunji Mbayi cordially greeted reporters and mentioned that the war in Kivu was finally having its tide turned; he mentioned the necessity of close collaboration with Rwanda, Uganda and Burundi and thanked all three nations for their collaboration and their cooperation in the Kivu conflict.
After Mbayi did his interview, a collective press interview with some officials in the DRC, including the Minister of Defence, has brought fruitful dialogue into the situation and what is currently changing. The Minister talked about the recently-acquired UAVs and how they are going to be an absolute game changer in operations in the DRC. The use of UAVs means that it's easier to acquire and eliminate targets, and how this recent operation succeeded because of UAV reconnaissance, combined with tight collaboration with the other neighboring nations.
The Minister also said that new tactics and operations will be used in the Kivu conflict to thoroughly eliminate the insurgent problems and that he has discussed these new strategies with the President, and was approved to do so as long as it followed the pre-established to dish out pressure on insurgent groups to encourage them to begin government negotiations.

On the 19th of August, the Minister of Defence met with Félix Tshisedeki and received approval to begin his new tactics to eliminate the insurgent groups through attrition. Using harassment, UAVs and hard-hitting attacks, the insurgent groups will gradually wear down. The lack of support from foreign nations and the reinforcement of the borders means that these groups will have no supplies as time goes forward, and the use of UAVs means that their movements will be impeded and easier to track.
These two doctrines will ensure that we receive the upper hand against the rebels and wear them down enough through attrition that we can begin diplomatic negotiations and cease the Kivu conflict, which will be imperative to our growth and to the development of the DRC through the following years.
The timetable planned for the victory against the insurgents, and the subsequent peace talks that will occur following it, are set to Nov 2022; we will conduct harassment operations until then and will also invite them to peace talks before the end of the timetable, as we will attempt to convince them to join us before the complete devastation of their resources, the plan is not to cause death, but to pacify the region for economic development.
